7, 2010. Please do not place your newspapers and cardboard out for collection
until August 14. This is a change for August newspaper and cardboard collection

The trash fee is intended to maintain the
services that are currently provided. Those services consist of trash
collection, recycling collection, newspaper and cardboard collection, brush
chipping, and Christmas tree chipping. The contracted price per household for
trash collection is $131.80 per unit per year. Recycling costs vary but are
primarily labor. The materials collected are sold and the revenue generated is
used for equipment, building, and other maintenance costs. Newspaper and
cardboard collection costs approximately $400.00 per month paying the boy scouts
to collect the newspaper and the container-hauling fee. We do gain some revenue
from the cardboard and newspaper but this depends on the amount and the market
price. January’s $200.00 hauling charge was reduced by $50.00 for newspaper paid
at $20.00 per ton. Brush chipping is mostly fuel and labor. During the summer
months, branches up to 2-inches in diameter are chipped every week as a service
to the residents. Christmas trees are chipped once per week during January
annually, and the cost is primarily fuel and labor.
During 2009, the only revenue used to offset
the cost of solid waste was the sale of the trash bags. During 2009, the
shortfall was almost $50,000.00. Bag sales were projected at $124,000.00 and by
mid-October actual revenue from the bag sales was only $88,000.00. Tax revenue
was used to fill the void. For 2010, the tax revenue could not be used to
subsidize the solid waste costs since other expenses were increasing. The total
projected cost of the solid waste collection in East Greenville is $178,100.00
for 2010.

At the February 1,
2010 Borough Council meeting, Borough Council approved a revision to the Trash
and Solid waste chapter by adopting Ordinance # 2010-02. This ordinance will
assess each residential unit a yearly trash fee of $113.00 if paid before
March 1 of each year. If not paid within the discount period, the fee is $135.00
for the year. For 2010, the discount period has been extended until June 1. The
fee is $113.00 up to June 1, and $135.00 thereafter. Also included in this
ordinance, is a reduction in the price of the trash bags. The trash bags have
been reduced from $2.00 per bag to $1.00 per bag. For a complete copy of the

The Local Service Tax has
been tabled until 2011. This tax was proposed for property tax relief,
however, due to the short period of time for businesses to prepare for
the withholding of this tax, Borough Council decided to table this tax
until 2011 to allow additional time to prepare for this new tax. More
information will be available during 2010 regarding this tax, forms,
withholding, etc.

The Borough is posting no
parking signs in the Colonial Village section of the Borough. The signs
state: "NO PARKING WITHOUT PERMIT OF VEHICLES EXCEEDING 9,001
LBS., CLASS A TO C VEHICLES OF MORE THAN 5,000 LBS., MOTOR HOMES, TRAVEL
TRAILERS, BOATS, BOAT TRAILERS, GENERAL PURPOSE TRAILERS AND DUMPSTERS."
The following streets are affected: Blaker Drive, Morris Road, Forge
Road, Colonial Drive, Valley Road, Hamilton Road, a section of Third
Street (Between State & Blaker), and a portion of State Street. Letters
will be sent to the owners of vehicles in violation outlining the

crossing guards for the upcoming school year. The intersections crossing guards
protect are: Fourth and Jefferson Streets, Fifth and Main Streets, Fourth and
State Streets, and Third and State Streets.
